Public-private investment fund (target ~€5B) initiated by the European Commission, investing in European growth-stage technology companies; managed by EQT.
The Scaleup Europe Fund is a European growth and late-stage fund, part of the EU Startup and Scaleup Strategy announced by European Commission President Ursula von der Leyen in 2025. It was created to address a financing gap for maturing European technology companies, which often have to raise large rounds outside Europe. The fund has a target size of around €5 billion (with a reported hard cap of €6–7 billion), of which €1 billion comes from the European Commission and the majority from private and institutional investors including Novo Holdings (€500 million), EIFO, CriteriaCaixa, Santander/Mouro Capital, the Italian foundations with Intesa Sanpaolo, APG/ABP, Wallenberg Investments and Allianz. It sits within the EIC Fund umbrella structure but is run by an independent, market-based manager — the Swedish firm EQT, selected in May 2026. The fund targets strategic technology sectors (AI, quantum, semiconductors, robotics, space, biotech and others), focusing on companies from Series B onward with typical investment sizes above €100 million. Its first investments are expected in autumn 2026.
