It was established by a voter decision in 1923 and began delivering power in 1946, after years of legal battles with Pacific Gas & Electric. SMUD generates and distributes electricity for Sacramento County and parts of Placer County, serving more than a million residents and ranking among the ten largest publicly owned power providers in the United States. Its generation mix includes natural gas, hydroelectric plants and a growing share of renewable energy. The utility is governed by a seven-member Board of Directors elected by residents in ward constituencies for four-year terms. SMUD employed roughly 2,343 people (2023) and reported revenue of about USD 1.95 billion. The company is pursuing an ambitious Zero Carbon Plan, aiming to reach zero-carbon electricity supply by 2030. SMUD formerly operated the Rancho Seco nuclear plant, decommissioned following a 1989 referendum.
